Kaskaskia, Illinois - Kaskaskia, Illinois Kaskaskia is a village located in Randolph County, Illinois. As of the 2000 census, the village had a total population of 9. It was Illinois' first state capital, before the capital was moved to Vandalia in 1820. The town was destroyed by the flood of 1881. At that time, the Mississippi River, which serves as the state's western border, cut across the village and took up a new channel through the Kaskaskia River. The people of Kaskaskia, startled to find themselves in Missouri, demanded that the boundary conform to the old channel. Kaskaskia is therefore the only part of Illinois west of the Mississippi.
